A DEVOLUÇÃO DE MEDIDA PROVISÓRIA PELO PRESIDENTE DO CONGRESSO NACIONAL
Resumo: O presente trabalho tem como objetivo examinar o instituto da devolução de medida provisória pelo Presidente do Congresso Nacional, sob o argumento que a espécie legislativa é flagrantemente constitucional. Para tanto, serão analisados casos concretos em que isso aconteceu, bem como os fundamentos constitucionais e infralegais.

THE RETURN OF PROVISIONAL MEASURE BY THE PRESIDENT OF THE NATIONAL CONGRESS
Abstract: The paper examines the institute of the return of provisional measure by the President of the National Congress, under the argument that the legislative species is flagrantly constitutional. Will be analyzed specific cases in which this happened, as well as the constitutional and infralegal foundations.
